May 28, 2002 -1- 003-2203 <br />EXECUTIVE SUMMARY <br />Golder Associates Inc. (Golder) has prepared this report for the Cripple Creek and Victor <br />Gold Mining Company (CC&V) to present revisions made to the water balance for the <br />Phase IV Valley Leach Facility (VLF), incorporating several recent changes to mine ore <br />production and processing. This report presents changes to the VLF water balance with <br />respect to the original water balance submitted as part of Amendment No. 8 to Permit <br />M-80-244 filed with the OMLR. <br />The revised Phase IV VLF water balance model is the same probabilistic model that was <br />used for Amendment No. 8. The water balance model is an Exce1TM spreadsheet model that <br />uses internally linked probabilistic soRwaze (Crystal Ba11TM) to conduct statistical sampling <br />of site precipitation and evaporation data. As in Amendment No. 8, the available storage <br />capacities of the Phase I, Phase II, and Phase IV Pregnant Solution Storage Areas (PSSAs) <br />and External Storage Pond aze compared to the predicted amount of solutions generated <br />within the VLF from normal processing plus 12-hour draindown at the maximum pumping <br />rate (assumes instantaneous draindown), the 100-yeaz, 24-hour design storm event and <br />precipitation based on seasonal variability (95~' percentile). <br />The Phase IV VLF water balance model that was submitted as part of Amendment No. 8 was <br />revised by Golder to include the following changes: <br />- Updated precipitation probability distribution functions to include 2000 <br />and 2001 climatological data; <br />- Revision of solution application rate schedules for Phase I, Phase IUIII, <br />and Phase IV, reflecting changes to solution management and processing <br />at the mine. The revised solution application rate schedules were provided <br />to Golder by CC&V; <br />- Revision of the ore loading schedules for Phase I, Phase II/III, and <br />Phase IV to reflect the latest mine production plan.
