the pipeline has been completed. This will allow for visual assessment of the pipeline, and access to the pipeline to <br />provide temporary support or leveling in the event some action is required during undermining. In addition, this will <br />allow rapid access for control and repair of a pipeline rapture, in the unlikely event that a pipeline failure should <br />occur. <br />It is anticipated that in the event insulation around the pipe is needed to maintain pumping due to weather conditions <br />while the trench is open, either straw or sawdust may be packed around the pipe. Upon completion of undermining, <br />this material would then be incorporated into the solid during burial of the pipeline and would act as a fertilizer. A <br />side benefit of using these materials for insulation would be their absorbent capacities in the unlikely event of a <br />pipeline failure during the undermining process. In the event of a pipeline failure, any oil that is collected on the <br />surface will be cleaned up and disposed of in a workmanlike manner and in accordance with all applicable <br />regulations. Likewise, any soil that becomes contaminated will be disposed of in the proper fashion. <br />Following completion of undermining, and prior to final burial of the pipeline, an inspection and any necessary <br />repairs to the pipeline segment will be conducted. In the event repairs are required, an Amoco contractor will perform <br />the work under Amoco guidance, and CEC will reimburse Amoco for the cost of the repairs. <br />Amoco's reclamation of the site will involve regrading, topsoiling, and revegetation. Given that Amoco is creating <br />the disturbance associated with the pipeline work, and is also doing the reclamation work, CEC is not obligated to any <br />long-term reclamation liability associated with the pipeline corridor. <br />County Road 107, which covers the property from the southwest to the northeast, is an unimproved gravel road <br />• maintained by CEC. This road has been abandoned by the County to the northeast of the mine complex and has been <br />vacated to CEC. Subsidence is planned under portions of the existing road right-of--way. CEC proposes to maintain <br />the road as necessary for its own use. <br />State Hiehwav 13 <br />The planned five-(5) year mining sequence places State Highway 13 outside the area of possible surface subsidence <br />effects. However, CEC plans to monitor State Highway 13 in areas where mining is planned adjacent to the road. In <br />the unlikely and highly improbable event that subsidence impacts State Highway 13, the road will be barricaded, if <br />necessary, after notifying the appropriate agencies. Once the safety of the public has been assured by the notification <br />of the agencies of the potential hazardous condition, then repair of the road will begin. All repair work will be carried <br />out under the direction of the State Highway Department. <br />Union Pacifj~formerly~enver and Rio Grande Railroad Sourl <br />The planned five-(5) year mining sequence places the railroad spur (LIP) outside the area of possible subsidence <br />effects. However, life-of-mine mining will undermine the raiUoad spur. in this area, CEC will develop a monitoring <br />program and submit it to the MLRD for their review and approval. If the monitoring program indicates that <br />subsidence is impacting the railroad spur, CEC will immediately notify the UP Railroad and the appropriate agencies. <br />CEC will begin repair of the railroad. All work will be carved out under the direction of the UP Railroad. <br />Irrigation Ditches <br />The planned five-(5) year mining sequence places the irrigation ditches outside of the area of possible subsidence <br />• effects. However, life-of- mine mining will locally undermine the imgation ditches. In these areas, CEC will <br />develop a monitoring program and submit it to the MLRD for their review and approval, in writing. If the monitoring <br />program indicates that subsidence is impacting the irrigation ditches, CEC will repair or replace the damaged ditches <br />at their option. <br />Permit Renewal No 3 2.05-65 7/15/98 <br />
