The blasting vibration
control plan provided will be protective of oY3'site aiructuxs, attd the DMG can recorcmaend approval o£tbat
plan. [t is DMG's undersuutdittg that the Applicant is preparing a fiat of best managomrnt pmcriees (BMPa)
for doer control to be submitted for DMG review and approval. The BMPs For dust control during biassing
operations, in addition to those already comniltted to in September ] 4, 2005 adequacy rvapousc, must
include the following (a diagram with nomeraclature is vncloaed with this memo):
1 _ Blasticag with low drnsity czploaives such as Atnatonium Niante and Fucl Oil <ANFO) will ba done with
a minimiun burdrn to charge diameter ratio of 25. SlaaNng wick higher density ezploaives (density
greater than 0.95 grams per cubic centimeter) must use a iu[nimum ratio of 30. If the Operator
determines that lower ratios are desirable, a written proposal with jtasri tication must be aubmittvd co
DMG, and written approval from DMG must be obtained prior to employment of the lower ratios in
blasting operations. DMG notes Yha[ the blast patterr/s shown in figure 2 of the Applicant's "Reaponso to
2n° Adequacy Aeview" dated August 19, 2005 are in compliance with the required burden to charge
diameter ratios. ~
2. For i~tial blasting opcraTior/s, the collar distance (stemmica~ will by equal to burdvu_ Collar distance can
b¢ gradually reduced to a tTlittlmirtl] o£']O percent of the burdrn if carellrl obsra'vations of each bleat
indicate that duet grneration is not increasing with decreasing stemming. Dust obaervatloraa moat by
recorded in all bleating reports whoa collar distance is less than burdrn. IFthe Operator detarrninea that
Dollar distances leas then 70 percent of batrden are dcairable, a written proposal with jusdfication must be
submitted m DMG, and written approval from DMG must be obtained prior to erriploymmt of the lower
collar distances in bleating operations. Once an acceptable minimum collar distance ie approved by
DMG, dust observation recottting in blasting repo RS may be discontinued. As discussed in DMG's
S~ytctrrber 9, 2005 enginecrirvg memo, and as 8grced to in the Applicant's Septantbor 14, 2005
"Response to 3i° Adequacy Review" letter, bleating mail or application of thiclt dirt cover cony be used is
lieu o£ the required m<..:+*+um stemming.
