JUN-19-1999 12 B4 F.DTHOERBER JOHN=ON3~YON6 397 638 6252 P. 11
'.' ' ~ ~ •
points out, if the data indicate en ambient quality with a concentration in excess of the WQCC
groundwater standard for a particular parameter, the numeric protection level is set at the ambirnt
quality. So, if erroneous completion of a monitoring well or welts is responsible for readings
which indicate high concentrations of metals, American Soda would be granted inappropriately
lax standards.
Finally, if the results are anomalous after granting the permit, there will be a tendency to
make do with the existing data by making sense of it in some way, and so maintain American
Soda's project schedule. This is not a circumstance that will occur if the statute and Rules are
followed, and all permit conditions are established in advance ofgranting the application.
Respectfully submitted this 18+ day of June, 1999.
GENERAL CHEMICAL CORPORATION
By: ~ ~-_
Of: Rothgerber Johnson & Lyons LLP
2424 Pioneer Avenue, Suite 210
P.O.
