<br />delineation following improvements to the tailwa[er ditches. If this option is chosen, the applicant will <br />need to be willing to refrain from any mining disturbance in such areas until a 404 Permit or other <br />appropriate permit as required by [he Corps of Engineers is issued and [o submit the revised delineation as <br />a permit modification (revision or amendment). <br />Second, the applicant will need to revise the reclamation plan by providing an approvable wetlands <br />reclamation plan for [he Green/Croissan[ Properties. The wetlands reclamation plan should include plans <br />and cross sectional designs for any areas within the proposed permit area that will result in wetlands <br />creation, wetlands enhancement, or wetlands mitigation. Such plans and designs will need to include the <br />following information: the specific location and acreage of created wetlands, enhanced wetlands, or <br />wetlands mitigation; site grading plans for all such areas which include the projected water table surface; <br />the volume of backfill needed for each such area [o result in the desired wetland configuration; a <br />hydrologic assessment for each such area which ensures the existence or creation of hydrologic conditions <br />needed to sustain a wetland; a wetlands revegetation plan which ensures [he development of wetland <br />vegetation characteristic of the existing and surrounding areas; the need for installation of any engineering <br />controls to ensure proper hydrologic conditions; and itemized costs for wetlands reclamation [asks such as <br />grading and revegetation. Please address. <br />1 1. The applicant's proposed seed mix on Table E-I for waters edge should be revised to provide seeding <br />rates based on the NRCS's recommended "Critical Area Planting" rate of 50 pure live seeds per square <br />foot for irrigated areas. The Division recommends the following seeding rates (Ibs./acre of PLS) for drill <br />seeding: redtop - 0.1, Canada wildrye - 4.0, switchgrass - 1.0, orchardgrass - I.O, tall wheatgrass - 5.5, <br />als-ike clover - 1.0, small Burnet - 1.0. Seeding rates should be doubled for broadcast seeding. (Also, i[ is <br />the Division's position that this seed mix is suitable for wet meadow areas surrounding the unlined ponds. <br />However, the water's edge seed mix is not characteristic of existing wetland vegetation as defined in <br />Appendix A -Jurisdictional Welland Delineation. A separate wetland seedmix or revegetation plan will <br />need to be developed for those areas of wetland creation, enhancement, or mitigation). Please address. <br />12. The applicant's proposed seed mix on Table E 2 for upland disturbed areas should be revised to <br />provide seeding rates based on the NRCS's recommended "Critical Area Planting" rate of 40 pure live <br />seeds per square foot for non-irrigated areas. The Division recommends [he following seeding rates <br />(Ibs./acre of PLS) for drill seeding: western wheatgrass - 3.5, sideoa[s grams - 3.0, blue grams - 0.5, <br />smooth brome - 3.0, western yarrow - 0.5, cicer milkvetch - I.0, flax - 0.5. Seeding rates should be <br />doubled for broadcast seeding. Please respond. <br />ti.4.7 EXHIBIT F -Reclamation Plan Maa <br />13. The reclamation plan snap indicates [hat reclamation will occur within 200 feet of a number of <br />permanent man-made structures. For clarification, [he Division considers the applicant's' commitment in <br />Exhibit S of the application to supercede the information portrayed on the reclamation plan map. Please <br />verify. <br />6.4.7 EXHIBIT G -Water Information <br />I4. The applicant specifies on page 6 that the property will be dry mined, on page S that the property will <br />be dewatered via dewatering ditches, on page 21 that a gravel well permit and temporary substitute supply <br />plan will be submitted to the Office of the State Engineer for approval, and on page 21 that there are a <br />number of alluvial wells located within 600 feet of the permit boundary.
