SUMMARY OF ASSESSMENT AND RECOMMENDATIONS <br />MONUMENT RESERVOIR DAM <br />GUNNISON COUNTY, COLORADO <br />ID N0. 00598 <br />HAZARb POTENTIAL CATEGORY: HIGH <br />INSPECTED: JULY 13, 1979 <br />1. In order to ensure that Monument Dam and Reservoir is maintained in <br />good condition, the following steps should be taken to improve its <br />structural integrity and structural adequacy. <br />(a) The sloughs and surface slides along the downstream face should be <br />repaired and their locations marked to permit observation during <br />future inspections. <br />(b) The dam should be surveyed and accurate sketches prepared <br />showing all major features and locating the existing sloughs. <br />(c) A series of stability analyses should be performed using <br />conservative, assumed values for material densities, strength <br />properties and phreatic surface. <br />(d) Following the spring runoff, an annual visual inspection <br />should be made of the natural slopes in the reservoir area <br />adjacent to the dam to detect developing instability which <br />might threaten the safety of the dam. <br />(e) Cattle should be kept off the downstream face. <br />(f) Improvements should be made to the outlet works to ensure reliabi- <br />lity of operation. The downstream control valve is currently in a <br />poor state of repair and is without upstream control. <br />2. The hydrologic and hydraulic evaluation indicates that the dam is <br />"seriously inadequate and unsafe" as it cannot pass the PMGS or <br />PMTS floods without overtopping.
