Site, New Con~ffuction Materials 110 Permit Application Di~i~ion D~recior
APPROVED, Reclamation Cost Estimate.
Dear Mr. Small,
I have reviewed all the initial and follow-up materials for the above-named permit application, and found them to
adequately address the requirements. I have forwarded the approval paperwork to our Denver office; you will be
formally notified of this approval decision by separate letter.
Enclosed you will find the reclamation cost estimate package, consisting of a stlnunary sheet of all tasks and costs,
followed by the individual task sheets showing the details of each necessary task, and the equipment performance
sheets. The calculated total cost is $7, 113, which may appear fairly high for reclaiming a site this size. However,
you will notice that about 75% of the direct costs consist of the excelsior mulch materials and application.
Your financial warranty will presumably be in the form of a corporate surety, for which you pay an annual
premium. If, as you stated, this operation has a life of only a couple years, the bond total and premium amount may
not matter much. These costs were based on the reclamation plan, as submitted and approved. If you wish to
revise the plan in the future to reduce the bond amount required, you may apply for a technical revision.
Please ensure that you post the required permit ID sign and mark the permit boundaries. I would highly
recommend that you obtain a copy the Construction Materials Rules and Regulations; if you need a copy one may
be picked up here or mailed to you.
If you have questions about transferring your bond to this permit or have other bond related questions, please
contact Ms. Suzi Ericksen in our Denver office (see letterhead). For any questions about the costs in the enclosed
package, I may be reached at the Division's Durango field office: 701 Camino del Rio, Room 12~, Durango, CO
81301; tel 247-5193 or fax 247-5104.
Sincerely, 0
~~~ ~~
Bob Oswald
Environmental Protection Specialist
encl: reclamation cost estimate
cc (w/ encl): Kirk Allen, Southwest Land Services, Inc.
cc (w/out encl): Suzi Ericksen, DMG a.~aps t toappr fv.~/rco
