Meeting called to order at 9:00 AM. <br />Staff Presentation: Rode H. Orell <br />Reclamation Specialist Rade H. Orell, upon request of the operators, requested <br />continuance of the following agenda items: <br />2. Pioneer Sand Co. 1177-174 <br />3. Chimney Rock Coal Co. 1176-43 <br />5. Homestake Mining Co. 1177-215 <br />Creede, Colorado (Bulldog Mine) <br />81 acres, Sec. 36, T42N, R1W, NPII'M, <br />Mineral County - silver/lead mine. <br />Application presented by Reclamation Specialist Rade Orell, with staff <br />recommending approval of application and bonding at $270,500. <br />There was general discussion on the toxicity of the mill tailings and pH <br />levels thereon, and extended discussion concerning the bonding figure: <br />$225,000 of the recommended bond figure was indicated for dismantling of <br />surface mill facilities. Discussion on this issue centered around the <br />State's right to require bonding for dismantling and removal of surface <br />facilities, and the operators' economic reluctance to pay high bonding premiums <br />on high-priced, long-life bonds when the surface facilities would be in use <br />for the life of the mine, and if they did in fact require dismantling and removal, <br />would only do so towards the very end of the life of the mine, tying up funds <br />for an unnecessary amount of time. Liens on the property were discussed; attorneys <br />for the operator indicating that legal liens would make it difficult to remove <br />equipment from premises for repair purposes, replacement, etc. Board indicated <br />they would not use the lien method, only needed to cover the State's costs of <br />dismantling and removal. It was suggested that Che bond be reviewed on an annual <br />basis and amended according to the need to dismantle and remove, if necessary <br />After discussion, it was <br /> <br />
