., -
~'-
- :_
--
- TUTTLE APPLEGATE, INC.
Consultants for Land and Resource Development
October 19, 1993
Mr. Hal Simpson
State Engineer's Office
1313 Sherman Street - Room 818
Denver, Colorado 80203
~~T
u0#~ ~
RE: Application for Temporary Substitute Water Supply Plan for Mid-Western
Farms - Mid-Western Farms Resources
Dear Mr. Simpson:
The purpose of this letter is to request approval of a substitute water
supply plan pursuant to Section 37-80-120 (2) C.R.S. on behalf of Mid-Western
Farms for their Mid-Western Farms Resources sand and gravel mine. Mid-
western Farms has recently applied to the Division of Minerals and Geology
for a 112 mining permit and a.lll mining permit for the subject site.
initially the property will be mined under the 111 permit and within a few
months it will be mined under the 112 permit. The mining under the 112
permit will be more extensive and, therefore, it has been used to determine
the annual consumptive use of the operation.
Attached with this letter is a check made out to the Division of Water
Resources for $1,403.00; $60.00 for a gravel pit well permit and $1,343.00
fclr the substitute supply plan review.
A. INTRODUCTION
TYIe site is located within the Arkansas River alluvium (See attached location
map). Groundwater is approximately 12 to 19 feet below the ground surface.
Mining will extend, on the average, 60 feet below the ground surface, and
consequently groundwater will be encountered.
Tkle site will be wet mined using a floating dredge. Therefore, the water
table will not be lowered and the water levels in adjacent wells will be
unaffected by the mining operation.
The reclamation plan entails creating several lakes as shown on Exhibit F of
the 112 Mining Permit application with the total water surface area of 410
acres. The mining plan, Exhibit C of the 112 Mining Permit application, is
also attached. Exhibit C shows the limits of the mining and the anticipated
area to be mined during the first year.
Water will be pumped from the pit for dust control on the site, for the
washing/screening process, for concrete production, and for generator
cooling. The use of large conveyor systems will reduce the requirement for
dust control within the mine area.
11990 Crent 6treet, x,10 ie]ephons~ (703) 192-6611
Dan ver. folotedo 80333 Paosimil e.
