Doc Date:12/11/2001 <br />iiiiiiiiiiiiiiuiii <br />sss <br />• s/~; 2.06 REQUIREMEPJTS FOR PERMITS FOR SPECIAL CATEGORIES <br />2.06.1 Scope <br />This Section establishes minimum requirements for permits for the <br />special categories of surface coal operation and operations which are in <br />addition to the applicable permit application requirements and <br />procedures of Rule 2. With the exception of 2.06.8, none of the special <br />categories of surface coal operation and operations are applicable to the <br />Mt. Harris proposed operations. <br />2.06.8 Surface Coal Operation and Reclamation on Areas or Adjacent to <br />Areas Usino Alluvial Vallev Floors <br />Mt. Harris has conducted reconnaissance of the site specific geclogy and <br />land forms which are present within the permit and adjacent area of the <br />proposed facilities. Results of this detailed mapping is shown on the <br />• Regional Geology/Hydrology Map (Map 2) The permit area and adjacent <br />area consists of colluvial and alluvial material. A site visit by the <br />Soil Conservation Service determined that an alluvial valley floor may <br />be present in the permit area. However, the entire permit area has <br />previously been disturbed by the Victor American Coal Company <br />operations, the DRGWR Railroad, and previous operations of the Mt. <br />Harris Coal Company. <br />The area once occupied by the town of Mt. Harris is designated on the <br />Vegetation Map (Map 4). A.s shown on this map the entire proposed permit <br />area as well as adjacent areas were previously disturbed by the Victor <br />American Coal Company and the company town of Mt. Harris. From <br />information obtained from the book 'Mt. Harris Echoes' by Ruth Douglas <br />Johnson (1979), it is obvious that the area was first disturbed in the <br />early 1920's by the industrial uses in the Mt Harris area and adjacent <br />mine tipple area. Due to the fact that the permit and adjacent area has <br />been disturbed nearly continuously since the 1920's and the fact that <br />Mt. Harris does not plan any sub-surface disturbance, it is requested <br />that the Division determine the Mt. Harris operations will not affect <br />the functions of any alluvial valley floor. <br />2.06-1 <br />
