<br />SCOPE <br />This report presents the results of a geotechnical investigation <br />for a proposed earth dam and reservoir planned for control of sediment <br />from surface mine activities to be conducted by Energy Fuels Corporation <br />in the Eckman Park area. The mine is located south of Steamboat Springs <br />in Routt County, Colorado. The report presents a description of the sub- <br />surface conditions encountered at the site and recommendations for the <br />design and construction of the proposed embankment and reservoir from the <br />geotechnical point of view. <br />PROPOSED CONSTRUCTION <br />The sediment dam and reservoir are a portion of the construction <br />• associated with an extension of the mine into the Eckman Park area. The <br />proposed reservoir will be located in the NW 1/4 of Sec. 7, T. 4N, R. 86W, <br />Routt County, Colorado. The primary purpose of the structure is to allow suf- <br />ficient detention of runoff from areas affected by the mine to achieve <br />the water quality standards as specified by 30 CFR 816.42 and Energy <br />Fuels Corporation NPDES permit. In addition to storing sediment from the <br />disturbed areas, a permanent pool will be maintained in the reservoir in order <br />to protect surface water and storage rights from the area of proposed mining. <br />The height of the embankment and the elevation of both the principal spillway <br />and the emergency spillway have been designed considering the requirements <br />of the Office of Surface Mining. The crest of the embankment was set <br />to provide a minimum of 3 feet of freeboard above the 100-year water <br />• <br />
