RE: Technical Revision X12 to Seneca II Mine, Permit C-005-SO
Dear Atr. Wainwright:
The technical revision submitted by Seneca Coals, Ltd. has been found to
be complete. The revision includes a proposal to construct coal haulage
road F1 and a variance request from all haul road drainage requirements.
• 1'he Division has reviewed the proposed revision for compliance with the
Rules. The design of haul road F1 is in compliance with Rule 4.03.1.
Alternative specifications are approved for culvert spacing. The drainage
will be carried to existing channels. The ditches and culvert have been
designed to handle the 10-.year, 24-hour precipitation event. T11is design
should not result in an increase of erosion. Construction of the road
should be completed this fall. Upon completion of construction the road
shall be certiFied by a qualified registered professional engineer. A
copy of the certification must be sent to the Division.
The second part of the revision requests permission to intentionally
breach road berms which are required by the Alined Safety and Health
Administration. The purpose is to release the water periodically along
the haul road. This practice is acceptable provided that no excessive erosion
is created on reclaimed areas. Seneca Coals, Ltd., has committed to
rectify any problem that may arise.
