SHELTON, Director <br />February 26, 1987 <br />Mr. Jim Lunan <br />Peabody Coal Company <br />1300 South Yale <br />Falgstaff, Arizona 86001 <br />Re: Seneca II Technical Revision No. 11 (File No. C-80-002) <br />Dear Mr, Lunan: <br />The Division has reviewed the Technical Revision No. 11 submittal and found it <br />to be complete. <br />As we discussed by telephone on February 26, 1987, the Division has identified <br />the following concerns which should be addressed by Peabody Coal Company. <br />1. Peabody Coal Company should revise page 12-33 and Table 12-3a to <br />reflect the addition of the proposed diversion ditch culvert on Haul Road Cl; <br />2. To minimize topsoil degradation, Peabody Coal Company should commit to <br />replacing salvaged topsoil on reclaimed lands during the late springs, summer <br />and early fall. Due to the emergency nature of this revision, the Division <br />understands that topsoil may be salvaged during the late winter and early <br />spring; <br />3. Peabody Coal Company should clearly indicate that segregation of the A <br />and B/C topsoil horizons will occur in the '•'BB" topsoil stockpile; <br />4. The amount of Canada Bluegrass to be seeded should be reduced, and an <br />additional cool season graminoid species such as Green Needlegrass, should be <br />added to the temporary seed mix; and, <br />5. The amount of alfalfa to be reseeded should be reduced from 0.5 lbs <br />PLS/ac. to 0.25 lbs PLS/ac.
