Lamm
Governor
August 14, 1984
AUG 3 0 1984
T. J. WAINWRIGHT
Mr. Tom Wainwright
Colorado Project Manager
10375 East Harvard Avenue, Suite 400
Denver, Colorado 80231
Re: Wadge Area Topsoil Revision
Dear Tom:
The Division has received the additional information submitted by Peabody
regarding the topsoil salvage exemption in the Wadge area. The Division has
determined that this request is a technical revision rather than a minor
• revision since it alters the reclamation plan. Therefore, a notice must be
published once in a local newspaper, per Rule 2.08.4(5)(b).
A review of the request has been completed by the Division. Topsoil loss will
be 10.93 acre/feet or 0.2 inches over the remaining area to be disturbed.
Topsoil replacement depth will be 12.1 inches. Peabody Coal Company has
demonstrated there will be sufficient topsoil for reclamation purposes
provided the proposed quality control program is implemented.
One aspect of the quality control program proposes to utilize a brush blade
for clearing thick woody vegetation prior to topsoil removal. The Division is
stipulating that Peabody Coal Company report the progress and results of the
brush blade method by December 15, 1984. This is necessary to establish
whether or not the blade is effective.
Stipulation
PEABODY COAL COMPANY SHALL REPORT THE PROGRESS AND EVALUATE THE RESULTS
THE BRUSH BLADE UTILIZED FOR WOODY PLANT REMOVAL BY DECEMBER 15, 1984.
•
423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel.
