• TECHNICAL REVISION N0. 14 <br />Response: <br />The u-shaped feature is the future proposed spoil-side 770 Deadhead <br />Road. Exhibit 12-1 has been revised to more clearly depict our needs. <br />In order to minimize disturbance, Peabody will utilize portions of the <br />existing, as well as the extensions of, the E5 and E6 Haul Road Ramps as <br />deadhead routes. The 770 dragline requires approximately a minimum of a <br />60-foot wide walking road. This is why this u-shaped feature is shown <br />as being wider on these portions of the E5 and E6 Haul Road Ramps. The <br />deadhead route is anticipated to be utilized by 1990. Construction of <br />the deadhead route will occur as the ramp roads are extended or will <br />occur as necessary to modify the existing ramps to accommodate the <br />dragline. <br />Tab 13-Reclamation <br />With the approval of this revision application, a portion of the <br />existing deadhead route will be decommissioned and eventually mined <br />out. During the interim, Peabody needs to temporarily stabilize <br />this area to reduce wind and water erosion. <br />Response: <br />• Peabody has already removed topsoil from the <br />addition, in the year 1989 coal removal much of <br />had topsoil removed in 1988 and early 1989.
