Bannock, Suite 450 <br />Englewood, CO 80110 <br />RE: Carbon Junction, C-82-054, 100-year, 24-hour Storm Designs <br />Dear Mr. Ferguson: <br />The Division has reviewed your December 18, 1990, design criteria for the <br />permanent stream channel, diversions, and collection channels associated with <br />the excess spoils area. Apparently, between the time the original issues were <br />identified on March 13, 1990, and your firm receiving the task to resolve <br />these issues, certain details and requirements were deleted and/or <br />misunderstood. The following then, is a restatement of the issues identified <br />in the Division's letters of March 13 and May 25, 1990, to Pueblo Coal and the <br />June 7, 1990 Findings Report of the Colorado Mined Land Reclamation Division <br />Board hearing. <br />The 100-year, 24-hour design criteria applies to: <br />1. Permanent channel realignment <br />2. East Fill downdrain <br />3. West Fill downdrain <br />4. Diversion ditch #2 <br />5. West collection channel <br />Additionally, the current design to handle drainage which is routed over the <br />face of the fill into Sediment Pond #2 needs to be revised. The revised plan <br />should convey road drainage into the pond via a ditch located off the fill. <br />~II ~I~~I~~I~~~~~ ~I~ <br />sss <br />The revisions and plans should include a certified, updated drainage control <br />map showing the changes as well as the portions of each ditch that require <br />riprap. <br />
