TST, INC. <br />• Mitigation can either result in a return of groundwater levels to within normal <br />bounds (as defined within the protocol) or satisfaction of owners within the "zone <br />of influence" that qualitative complaints have been addressed. This might be <br />accomplished through provision of additional irrigation water, drilling of a deeper <br />well, purchase of a more powerful pump, or other measures to be determined on <br />a case-by-case basis. If either of these conditions is met, mitigation will be <br />considered successful. <br />• The reclamation plan for the site includes an unlined pond. This implies that <br />effects of the mining operation on groundwater levels will effectively cease at end <br />of dewatering activities. Mitigation efforts, if any, should also cease at such time, <br />projected to be 5-7 years after the start of mining activities. <br />Each of these issues is elaborated on in the text of the protocol. Also included in the <br />' protocol are sample data collection logs, computer files, explanation of statistical <br />methods, and documentation of the legal basis and requirement for a protocol such as <br />this one. If you have any questions or concerns about this approach and its <br />ramifications to Lafarge or the neighbors, please feel free to call or write me. <br />We feel that it is imperative that Lafarge, as well as neighbors and regulators understand <br />' and generally agree with these processes and management obligations.
