The <br />following are the comments and concerns which should be <br />considered or included into your permitting process: <br />^ 1 I III III II~II~I III <br />I am writing in response to the proposed Mining and <br />Reclamation Permit, File No. M-90-143. At the present time, Fort <br />Carson has not been provided with the entire reclamation plan for <br />review. Respectfully request that prior to approval, we are <br />8. A fugitive dust permit will be required. <br />b. Under items 11., Primary Future Land Use and 12., <br />Primary Present Land Use, rangeland is the only item checked as <br />appropriate. Actually, rangeland ie not considered as the <br />primary use for either category. I realize that military <br />training activities is not listed, but this is the principle use. <br />If a category can not be added, then wildlife habitat and <br />recreation should be the primary use of both items 11. and 12. <br />c. Conditions placed upon DFC Ceramics for reclamation <br />of the disturbed sites Should rexiect recommendations of the U.S. <br />Soil Conservation and the Natural Resources Office at Fort <br />Carson. <br />d. If, in the sole opinion of a designated Fort Carson <br />representative, any of the drivers under DFC Ceramics direction, <br />act unsafely or discourteously, ie, speeding, unlawful or unsafe <br />driving practices, acting in a manner as to create a nuisance, <br />etc., then all operations will temporarily cease, until the <br />problem can be satisfactorily resolved. <br />e. sort Carson will not be held liable for any <br />accidents resulting from any portion of the mining or hauling <br />operations. <br />
