• Section 816.114(cj Continued. <br />As required by Section 816.213, selected cereal grains will be <br />planted as contemporaneously as possible once topsoiling has been <br />completed. The time of anticipated planting of the live mulch will <br />be in the spring and in the fall. In this regard, it is unlikely <br />that reapplied topsoil will remain in an unvegetated condition for <br />more than two or three months. <br />(d) Chemical soil stabilizers alone, or in combination with appropriate <br />mulches, may be used in conjunction with vegetative covers approved for <br />the postmining land use. <br />At this time, Kerr Coal does not anticipate that any chemical <br />stabilizers will be utilized to satisfy the requirements of 30 CFR <br />186.114(a). If chemical soil stabilizers are required, Kerr Coal <br />• will utilize one of the tackifiers recommended by Cook, et al.
