Section 816.101 (a) Continued. <br />• Comparison of the volume of material to be removed (coal and <br />overburden), less anticipated coal removal volume, with the swelled <br />backfill volume confirms that neither the Thick nor Thin Overburden <br />provisions are applicable. In order to achieve effective final <br />reclamation of both Pit 1 and the 720 Pit, Kerr coal will utilize all <br />subsequent production overburden from Pit 1 along with remaining <br />material from the existing overburden stockpile. In the northern <br />portion of Pit 1, these materials were supplemented, under a final <br />reclamation scenario, by approximately 800,000 BCY of material resulting <br />from backsloping and final grading. Additional supplemental fill will <br />be placed in the Pit 1 reclaim area under a consensual agreement with <br />the DMG and OSMRE. The final graded configuration of both pits provides <br />for effective drainage, insures long-term stability of the regraded <br />slopes, and blends with surrounding reclaimed and undisturbed lands. <br />The design final configuration is graphically illustrated by the Kerr <br />Mine Area Postmining Topography Map, (Map 37a), the Pit 1 Supplemental <br />Backfill and Grading Plan, (Map 37b) and the Premining and Postmining <br />Cross-Sections (Kerr Mine Area), (Map 38). <br />Time Schedule for Backfilling and Grading <br />• The mining plan (as described in Section 780.11) is a soundly designed <br />and engineered open pit mining plan, which maximizes coal conservation <br />and recovery and minimizes adverse environmental effects. The normal <br />day tO day operations will allow backfilling and grading to be completed <br />contemporaneously with mining. <br />By observing Figure 33, Typical Steady State Pit, it can be seen that <br />the area where active mining takes place is approximately 3,000 linear <br />feet in advance of final backfilling, topsoiling and revegetation. As <br />depicted on Map 1, Kerr Mine Area Mine Plan, and Map 33, Kerr Mine Area <br />Overburden Replacement and Grading, mining and backfilling advance at <br />approximately the same rate once a steady-state pit configuration iS <br />established.
