Section 816.153 (a) Continued. <br />As shown in Figure 26, Proposed Class I Road - Typical Sections, <br />proposed Class I roads will be crowned in the middle and will <br />drain to roadside ditches. The ditches will drain into culverts <br />which will deposit the flow below the fills in ditches which carry <br />the flow towards sedimentation ponds. <br />The 10-year, 24-hour precipitation event is described in Section <br />816.46 (c). Using this design event, Kerr Coal has calculated the <br />peak runoffs for the different culverts and ditches and selected <br />size and geometry accordingly. Peak flow rates through culverts <br />for roads in the mine area are shown on Map 16a, Kerr Mine Area <br />Surface Water Hydrology. Sediment control will comply with the <br />applicable portions of Sections 816.42 and 816.45 as discussed <br />under Section 780.21. <br />The Tipple Road is a paved road with graveled shoulders and same <br />vegetative cover on shoulder and sideslope areas. Consistent with <br />Rule 4.05.2(4) and given that runoff and sediment from the road <br />are limited by the paved surface and gravel shoulders, the <br />drainage and sediment control requirements of 30 CFR 816.42, <br />816.45 and Rule 4.05.2(4) are not applicable for this area. <br />The existing drainage ditch on the north side of the road was <br />apparently constructed when the road was initially established. <br />This ditch collects limited runoff from the north side of the road <br />and routes it to the tipple area sedimentation pond. This ditch <br />has functioned effectively over the life of the current operations <br />with no evidence of significant erosion and no known instances of <br />the ditch over-topping. Effective vegetative cover has <br />established on both the ditch banks and flow channel.
