Doc Date:12~11~2001 <br />Section 186.152(e) Continued. <br />III'I"II'I' <br />Before initiation of construction or reconstruction, the topsoil, <br />and therefore, vegetative resources, will be removed from the area <br />of the proposed roadbed, shoulder and associated surfaces in <br />accordance with Map 31a, Kerr Mine Area Soil Removal and Storage, <br />as described in Section 719.18 (b). All topsoil will be removed <br />in accordance with the removal procedures outlined in Section <br />779.18. <br />(~~ Section 816.153 Roads: Class I: Drainage. <br />(a) General. <br />(1) Each Class I road shall be designed, constructed or reconstructed, <br />and maintained to have adequate drainage, using structures such as, but <br />not limited to, ditches, cross drains, and ditch relief drains. The <br />water-control system shall be designed to safely pass the peak runoff <br />form a 10-year, 24-hour precipitation event or a greater event if <br />required by the regulator authority. <br />(2) Sediment control shall comply with 30 CFR 816.42 and 816.15. <br />(3) Vegetation shall not be cleared far more than the width necessary <br />for road and associated ditch construction, to serve traffic needs and <br />for utilities. <br />As shown in Figure 25, Existing Class I Road - Typical <br />Sections, existing Class I roads drain from a middle crown <br />to ditches at cut sections and toe of slope. In some cases, <br />the road is sloped to drain all runoff to the uphill side <br />into a single roadside ditch. The ditches carry the water <br />toward sedimentation ponds. Sediment control complies with <br />Section 816.42 and 816.45 as discussed under Section 180.21. <br />In no event will vegetation be cleared for more than the <br />width necessary for road construction, associated ditch <br />o~~o~~n~m 816-189R Revised - August 1992 <br />
