<br />-3- <br />Carbon Junction Mine is a privately owned surface coal mine in La Plata <br />County, approximately 2 1/2 miles southeast of Durango, which has been in <br />existence since original permit issuance in October, 1983. The mine is <br />1 currently in temporary cessation and has not operated since January, <br />~r ~\~~ 1986. The permit area encompasses approximately 530 acres. The current <br />5 ~ disturbed acreage is approximately 90 acres with initial open pit and <br />permanent overburden fill totalling approximately 40 acres. Additional <br />disturbances include equipment and coal storage areas, haul and access <br />roads, two sediment ponds and five topsoil stockpiles. The mine is <br />located in the upper portion of the Carbon Junction Canyon Drainage, an <br />intermittent tributary of the Animas River. <br />The mining method is open pit truck and shovel extraction of three <br />\~ ~ steeply dipping seams. Ultimately, the pit was to have reached a maximum <br />S~,J~ ~~ <br />~ highwall height of 470 feet with a permanent overburden fill of <br />approximately 2.75 million cubic yards. Currently, the maximum highwall <br />height is approximately 100 feet. PCI was <br />unable to respond to adequacy concerns raised during the permit renewal <br />review, and as a result, the Division issued the proposed decision to <br />deny the renewal application on November 2, 1989.
