781
~J W. W. Wheeler and Associates, inc.
___.~~ Wnter Resources Engineers
April 13, 2006
Ms. Angela Bellantoni
Environmental Aitematives, Inc.
410 Maeon Avenue
Canon City, CO 81212
Ra: #1tit75 -Allen Concrete Batth Plant and Grave! Quarry
near Falrplay, Colorado
Dear Angela:
?he purpose of this letter is to provide information concerning the potential flood
risk at the proposed Allen project site and to provide information concerning the
proposed water supply.
The proposed Site i:; located at least 4,000 feel from the Middle Fork of the South
Platte River. One hundred-year flood plain mapping by FEMA indicates that the
proposed site is also at least 2,500 feet from the outside limit of the flood plain.
Therefore, I conclude that aN project site is clearly outside of the 100-year flood plain.
The annual water rr:quirement for the project is approximatey 3.0 aae-feet. Of
this total amount, approximately 5,85 acre-feet will be Consumed as evaporation bss in
the gravel washing process and in the concrete belching process. Although the natural
groundwater table is reportedly relatively shallow et the project site, it is my
understanding that the App'IcaM proposes to limit the depth of all ex~araflons so that no
groundwater will be exposetl. The water supply for The pfojed will be obtained from an
ort-site well. The required madmum pumping rate from a proposed on-site well will Ge
approximately 50 gallons par minute, although the well will only be operated at this rate
for relatively short periods .if time each day. The overall average pumping rate will be
less than 4 gallons per minute. The on-site well will obtain its water Supply from the
alluvial aquifer of the Midcle Fork of the South Platte River. The Applicant plans to
obtain appropriate water rights for operation of the will pursuant to a blanket
augmentation plan sponsored by the Upper South Platte Water Conservancy District and
the Center of Colorado VVatar Gonservancy Distdct.
