Site Preparation and Construction <br />In order to protect critical deer and elk winter habitat, surface disturbing activities <br />related to initial construction of the waste disposal site and associated pond and <br />soil stockpile features will be allowed only during the period from May 1 to <br />December 1. The seasonal restriction will not apply to operations related to <br />ongoing waste haulage, placement and compaction. <br />The BLM will be notified at least 48 hours prior to commencement of surface <br />disturbing activities. <br />Soil sampling in three locations was conducted during December 2002 to assure <br />the best available material will be salvaged and used for refuse cover. Soil <br />sample locations are presented on Figure 4.7-2. Results of the soil analyses are <br />presented in Table 4.7-7. The topsoil horizon was represented by the 0 - 12" <br />depth. There was no discernable distinction between the Al and AC horizons. <br />The C horizon was sampled at 12 inch depth increments, extending to six feet. <br />At sample point number 2, a complete soils analysis was run. on each sampled <br />increment, including texture, EC, organic matter, pH, soluble cations and SAR. <br />Selenium and boron were run on a composite of sample point number 2. The <br />primary purpose of the additional sampling was to determine whether EC and <br />SAR levels are consistent throughout the interval. EC and SAR values at <br />samples point numbers 1 and 2 were good. EC was good at sample point <br />number 3, however SAR was elevated in the lower three feet. The average SAR <br />value for the subsoil increment at sample point number 3 is 13.28. Considering <br />that subsoil is extensively processed and mixed during excavation and <br />placement, a selective subsoil salvage program is not considered warranted. <br />. The waste disposal site shall be cleared of trees and heavy brush prior to any <br />construction. Stumps shall be set aside and buried in the waste pile. Any stump <br />left in place shall be cut so that the stump height does not exceed 12 inches. All <br />slash less than four inches in diameter shall be chipped or scattered outside the <br />• cleared area and must be within 24 inches of the ground at all points.
