The publication as required by law has not been properly <br />comp i eted . <br />10. The applicant has not complied with the provisions of CRS 1973 <br />as repealed and reenacted under 34-32-115(4)(a), (b), (c), (d), <br />(e), (f) (I), (II), (III), (IV), and (g). <br />11 .
