Using the scenario above and fora 25-yr 24-hr event, Table Att 2.05.3(3)7-1 shows the disturbance <br />details and run-off volumes for the annual topsoil disturbance for years 2003 through 2008. This <br />"traveling" pond procedure will be repeated in the 2008 to 2013 Permit renewal until the coal pit <br />passes to the west of the Pond 010 proposed location sometime in 2013. Then, since the coal pit <br />will no longer function as a sediment control device, Pond 010 will be built. Map 2.05.3(3) shows the <br />drainage basin for Pond 010. <br />The SEDCAD4 engineering hydrologic runoff calculations for the Small Areas Exemption and the <br />"Traveling "Pond areas can be reviewed in Attachment 2.05.3(3)-7. The above alternative <br />sediment control techniques will meet all applicable state and federal effluent limitations. The area <br />exemption effectiveness will be demonstrated by computer simulation or real-world event sampling. <br />Discharge Structures <br />• Discharge from the sedimentation pond, diversions and pit dewatering will be controlled by energy <br />dissipators, riprap channels, and other means or devices, where necessary, to reduce erosion, to <br />prevent deepening or enlargement of stream channels, and to minimize disturbance of the <br />hydrologic balance. Discharge structures will be designed according to standard engineering <br />design procedures. <br />Transportation Facilities <br />Haul Roads. The following describes the design and construction of haul roads at the New Horizon <br />Mine. <br />General Reouirements. WFC will construct, maintain and reclaim haul roads to minimize <br />erosion and siltation, air and water pollution and damage to public and private property. To the <br />extent possible, using the best technology currently available, haul roads will not cause damage to <br />fish, wildlife, or related environmental values and will not cause additional contributions of <br />suspended solids to stream flow or to runoff outside the permit area. <br />2.05.3(3) - 21 <br /> <br />
