• Small Area Exemptions
Two small area exemptions (SAE) exist, and three are planned for the permit area. The five SAE's
are shown on Map Att 2.05.3(3)7-1. The two existing SAE's, 1 and 2 respectively, are located just
west of Pond 007 by about 300 feet and just north and west of where the CCC ditch/pipe enters the
mine property on the northeast. SAE #1 consists of about 0.71 acre and is comprised of a small
outslope from topsoil pile "K" that is below the grade of Pond 007. The run-off from this area was
modeled using Storm ver6.21. The water is controlled by a contour ditch with strawbale and grass-
lined ditches to treat the water before leaving the mine property. The existing SAE #2 consists of
about 4.79 acres and is comprised of a north-trending drainage that cannot be captured by the
Pond 009 east drainage ditch. To control the water off this area, a number of staggered contour
catchment v-ditches (approximately 12 inches deep) were plowed along the hillside to catch runoff
and keep the water from gathering volume. Intermediate scarifying groves of approximately 6-9
inches deep were also plowed in to further allow infiltration of surface water runoff into the earth,
rather than allowing it to collect and run cross country. In addition to this, a brush filter was
placed at the further most drainage channel to filter the water before it leaves the mine disturbance
area. After mining and reclamation is completed in this area, which should be in year 2003, it is
anticipated that an appropriate ditch system will be constructed to channel the water to an approved
sediment pond.
•
Three of the remaining four planned SAE's are located on the westernmost portion of the permit
area where the terrain is undulating and these areas cannot be made to drain to any sediment
pond. The areas are 2.1 acres (SAE #3), 2.6 acres (SAE #4) and 0.9 acres (SAE#5), respectively.
The alternative sediment control measures for these areas consist of earthen berms of 2H:1V
sideslopes with a minimum top height of 3.0 feet installed at the bottom of the exemption area to
channel the runoff into a 30' wide gravel berm section with filter fabric. This section will be installed
in the lowest 30' section of the exemption area and will serve to filter sediment out before gradually
releasing the water through the gravel embankment. A schematic of this installation is shown on the
following page. The filter fabric to be used is Mirafi Filterweave UV fabric or equivalent. The gravel
embankment will consist of minus 3" durable rock. A portion of the filter will be buried below the
embankment as shown and a height of 2.0 feet above the filter will be used to handle very large
events.
A "traveling" Pond will be used for the area west of 27.00 Rd for the production years 2003 through
2008.
