<br />9. Reclamation will be an ongoing part of the operation, progressing at about the same rate as <br />the pit advancement. The ttnreclaimed pit disturbance at any given time shall be kept to the <br />m;n;mum needed for mining, processing, and storage. Subsoil and topsoil shall be stripped from <br />mining blocks and placed directly into mined-out bloelcs as per the mining and reclamation plan. <br />The operator shall follow the reclamation pLw and timetable as illustrated and described on the <br />set of 11 maps and spreadsheet which show the timing, areas, and procedures for reclamation. <br />10. If there is a problem with completing reclamation in accordance with the plan, no new <br />contract will be issued until the operator and BLM mutually agree on how the reclamation issue <br />will be resolved and progress has made towazd resolving the problem. Additional special <br />stipulations may be required by BLM with each new contract. <br />11. The BLM and operator shall conduct a joint inspection for each mining phase prior to <br />commencement of surface disturbance (soil stripping) and prior to commencement of <br />reclamation activities. <br />12. Topsoil and vegetation shall be stripped to a depth of about 6 to 8 inches and only used for <br />reclamation. All available topsoil shall be stripped and either stockpiled or used as live topsoil as <br />per the plan. No topsoil stripping will be allowed when soils aze moisture saturated to a depth of <br />3 inches, or frozen below the stripping depth. The subsoil material (overburden) between the <br />topsoil and gravel layer shall be stripped and only used for reclamation. Prior to commencement <br />of stripping, the BLM and operator will meet on the site to discuss the soil depths and procedures <br />used for removal of soil and subsoil. <br />* 13. The topsoil, subsoil, and fines shall be sepazately stockpiled and will be marked with <br />identifier signs. <br />* 14. The material stockpiles shall be maintained in a safe manner, in accordance with the <br />vertical slope limitations set by the Mine Safery and Health Administration (MSIiA). The gravel <br />highwall will be knocked down at the end of each mining cycle. <br />15. The natural visual buffer shall be left in place after mining, and reclamation has been <br />completed. ' <br />16. The visual buffer zone and mining phase internal and external phase boundaries shall be <br />identified on the ground with permanent-type monuments. <br />17. The gravel site perimeter fence shall be steel post, 4-strand bottom smooth wire and 3 barbed <br />wire with a maximum height of 42 inches with wooden post comer and line bracing. Wire <br />spacing in inches, starting from the ground shall be 16, 7, 7, 12. Additional construction and <br />material specifications will be provided by BLM and the fence shall be constructed to those <br />specifications. Prior to start of construction, specifications and the location of the fence shall be <br />approved by the BLM. The replacement fence at the north BLM property boundary shall be <br />constructed with new material as per provided specifications for the perimeter fence.
