Timothy M. Scanlon
TMS Consulting
46125 County Road T.
P.O. Box 53
Saguachq Colorado 81149
(719) 655-2709
E mail: scanlon@amigo.net
November 6, 2006
Mr. Tony Amold
NRCS/USDA
711 Walsen Avenue, Suite A
Walsenburg, Colorado 81089
RE: Proposed Fremont Paving and Redi-Mix Inc -Ted Ftanciscotti Pit #1; Request Seed Mix and
Reclamation Recommendations and Procedures for Huerfano County Special Use Permit and
DMG Regular (112) Reclamation Permit Applications for Ted Franciscotti Pmpetty located in the
N/2 Section 34 and the NE/4 Section 3; T26N, R67E, approximately 306 Acres; Huerfano
County, Colorado. -
Mr. Amold,
This letter is in reference to the proposed gravel mirtutg project that the landowner and Fremont
Paving and Redi-Mix, Inc. are plannvrg. (DMG Notice and Location Map enclosed) I will be submitting
the applications and will be the permitting contact for both the Huerfano County Spedal Use and the
DMG (112) Reclamation Permit for the applicant and landowner. Fremont Paving & Redi Mix and Mr.
Franuscotti have an agreement whiclr would allow Eor a phased gravel mining and processing project with
the ultimate reclamation being rangeland. Each mining phase is planned to use (disturb) approximately 30
acres. The initial operation azea will be on the north end of the site. Fremont plans to clean-up residual
aggregate and mine the remnant un-mined rock in and along the former permitted and mined azeas fast
before moving to "virgin" mine phase areas. The County Special Use Permit Area will be for 306 acres.
The "initial" DMG proposed permit azea is 274 acres. D.G. Huskins Consuuction Co. currently has 32
acres under DMG Permits M-1998-081 and M-1997-042. The 32 acres is planned to be eventually
incorporated into the proposed 274 acre permit area (to total 306 acres) via amendment in the future, as
there are some un-mined areas remaining. All areas aze currendy rangeland and all disturbed areas will be
redaimed to rangeland.
Fremont Paving & Redi Mix Inc. would like to receive a reclamation recommendation from your
ofEce for the grading, seed mix, and other reclamation activities for the approximate 30 acre phase areas
planned to be reclaimed as rangeland. I'm plaztrring on filing both the applications for the Huerfano
County Special Use Pe[mit and the DMG Regular (112) Reclamation Permit by the end of November
2006. Please contact me a[ (719) 655-2709 if you have any comments or questions. Thank you. /J
Regards, 0 //
~ ~
Timothy on
Geol st
