Mining activities in the Phase 1 azea will have, inmost cases, immediate concurrent reclamation following <br />gravel excavation. Depressions will be filled and a more normal slope and matching topography will be <br />established as the "clean-up" and pocket mining is completed. The applicant intends to complete the <br />reclamation as part of the miaiag and process operations (ezeluding the 5 acre operations -stockpile <br />area) in the Phase 1 Area as excavation operations move to the Phase 2 area. The clean-uu and <br />minine of the Phase 1 area will assist, be part of and necessary for a reasonable reclamation of the <br />Phase t Area due to the several soot} piles and uneven totw~ranhv left by orevious cermits. <br />Subsequent mining phases (Phase #s 2 = 7) will be mined using scut-and-fill method where any existing <br />overburden material will be placed into the excavated area depression created behind the advancing mine <br />front. The general site excavation methods will place overburden materials into the base of the excavated <br />gravel areas in compacted lifts, grade to match slope and topography and place reserved topsoil ASAP for <br />seedbed preparation and subsequent seeding to keep surface disturbance azea under a maximum of 10 <br />acres. Reclamation <br />will generally be concurrent with continued mining and processing operations. The limited (max 10 <br />acres) disturbance area during the excavation operations at the site wilt provide enough room for any site <br />excavation/reclamation, process operations and material stockpiling as the excavation front moves across <br />and through each of Phase Area #s 2-7. Topsoil and all other useful surface material will be stripped and <br />reserved for reclamation. Topsoil will be temporarily stockpiled in areas within each phase area which will <br />be convenient to the concurrent reclamation activites. If topsoil stockpiles are to be left for more than 1 <br />growing season, they will be seeded with the USDA recommended seed mix. These stockpiles will be <br />1_ocated out of mine traffic areas and possible temporary stockpile locations. As future mi_rting activiti_ex <br />progress across the site from phase to phase, topsoil material will be stockpiled in a similar manner <br />All Phase azeas will be mined as fully as possible from one area to the next leaving a uniform slope and <br />topography and slope across Phase Area Boundaries. Spur-roads will be graded (on the original surface) <br />into the separate phase areas as necessary from the existing site road. Spur-roads may remain at the <br />landowners request but otherwise they will be reclaimed and seeded when no longer needed for site <br />operations. The current site "eastside" road wilt be improved and maintained as necessary for site <br />operation requirements. This road will remain after ail site activities have been completed. <br />At the end of Phase 7 at the site the final 10 acre disturbance, at the Phase 7 area and Ore remaining 5 acre <br />operations area located in the Phase i Area will be left to reclaim and that approximately l5 acres, more or <br />less, will remain disturbed at that time. <br />(b) Earthmoving; <br />All topsoil material, and/or usable surface material, will be stripped and stockpiled as necessary in <br />each phase area using bulldozers, motorgraders, scrapers and frost-end loaders. All mined <br />materials will be excavated and handled onsite using bulldozers and front~nd loaders to feed the <br />
