• Prior to the construction of the two treatment ponds in 1988, <br />topsoil was salvaged and stockpiled south of sediment pond P-9. <br />About 500 cubic yards of topsoil was placed in this stockpile. <br />This stockpile was vegetated to minimize erosion during the fall of <br />1988. <br />Prior to the construction of the long pond about 250 cubic yards of <br />topsoil was salvaged. This topsoil was stockpiled in an area north <br />and west of the long pond. The location of the topsoil stockpiles <br />is shown on drawing D-2-5. <br />In order to minimize erosion the topsoil stockpiles will be <br />vegetated with the seed mixture no. 4 shown on page 4-62 of the <br />permit. The seeding was completed in the fall of 1989, <br />During 1992 the embankment of the long pond was revised so it <br />complies with Rule 4.05.6 except rule 4.05.6(11)(h). The minimum <br />top width of the embankment is 4-feet. This width is considered <br />adequate because the embankment only contains about 3-feet of <br />water. Drawing D-2-5 has been revised to show the new <br />configuration of the long pond embankment. Calculation sheets <br />contained in Appendix 4-B, Volume III present the calculations used <br />to determine necessary spillway sizes and the size of the diversion <br />ditch above ponds T-1 and T-2. <br />The No. 3 Mine, (Outfall 007), has two separate sources of <br />discharge. One is from a point source (spring) within the Mine <br />that is piped directly to the surface. This good quality point <br />source of water has been the source of the discharge from the No. <br />3 Mine, (Outfall 007), since the mine was sealed in 1986. The <br />water level in the mine has fluctuated since that time but no water <br />has discharged directly from the mine in ten (10) years. During <br />the second quarter, the very wet spring weather evidently caused <br />the mine to fill and begin discharging iron laden water. <br />The discharge was first discovered on Monday, June 26, 1995 at <br />about 9:45 a.m. Approximately 67.5 gpm was flowing from the mine. <br />The discharge was inspected on Wednesday and Friday of the same <br />week and the flow was decreasing quite rapidly. <br />In order to handle the non-compliance discharge, Minrec combined <br />the discharge from the No. 3 Mine, (Outfall 007), with the <br />discharge from the No. 1 Mine, (Outfall 001), as provided for in <br />its discharge permit. A 4" diameter pipe has been installed to <br />convey the discharge from Outfall 007 to the long pond. The <br />discharges from the mines were combined effective August 11, 1995. <br />All of the discharge water from the No. 3 Mine was combined with <br />the Discharge from the No. 1 Mine. <br />The spillway systems for the ponds were revised in order to provide <br />for the increased flow through the treatment pond system. <br />n <br />L J <br />4-66i Rev. 04-13-96 <br />
