Private driveways serving the loadout <br />site are gravel surface. The applicant ensures the interests of the <br />public and landowners affected by the load out operations in the <br />following manner. <br />° The loadout facility site was selected and <br />designed to permit coal trucks to leave the <br />county road before reaching any residential <br />areas. <br />° Trucks avoid climbing steep grades by leaving <br />the county road above the Crystal River Ranch. <br />To minimize truck-generated dust, the applicant <br />surfaced both the private haul road and the <br />existing county road to the loadout. <br />° Where Conveyor C-1 crosses the existing county <br />road, the structure is raised to 60 feet above <br />the road level (refer to Drawing D-2-2). The <br />conveyor and walkway are enclosed in a steel <br />tube to minimize dust and noise pollution. <br />° The impact of employees entering the site from <br />Route 82 is insignificant. A maximum of three or <br />four personnel are on-site during normal operations. <br />Utility Corridor <br />Power and communication lines under <br />Electric Company make up the utility <br /> <br />the auspices of Holy Cross <br />corridors at the loadout. <br />4-37 <br />
