Removed Substances <br />Solids, sludges, filter backwash, or other pollutants remove3 in <br />the course of treatment or cantrol of wastewaters shall be disposed <br />of in a manner suc;1 as to prevent any pollutant from such materials <br />from entering navigable waters, <br />7. Power Failures <br />In order to maintain compliance with the effluent limitations an3 <br />prohibitions of this permit, the permittee shall either: <br />a. In accordance ti+ith the Schedule of Compliance contained in Part I, <br />provide an alts:rnetive poti.er source sufficient to operate the <br />wasteu~at?r conl,rol facilities; <br />or, if such alterreaive power source is not in existence, end no date <br />for its implementation aopears in Part I, <br />b. Halt, reduce or• otherwise control production and~or all discharges <br />upon the reduction, loss, or failure of the primary source of <br />power to the wastes:titer control facilities. <br />B. RESPO:VSIBILITI/S <br />1. Right of Entry <br />The permittee shall allot+ the head of the State water pollution control <br />agency, the Regional Administrator, and~or their authorize3 representatives, <br />upon the presentation of credentials: <br />a. To enter upon the permittee 's premises where an effluent source is <br />locate3 or in ti:hich any records are require3 to be kept under tin <br />terms and conditions of this permit; and <br />b. At reasonable times to have access,to and copy any records required <br />to be kept under the terms and conditions of ti~is permit; to <br />inspect any monitoring equiFment or monitoring method required in <br />the permit; and to sample any di_charge o: pollutants. <br />2. Transfer of Ownership or Control <br />Tn the event of any change in control or ownership of facilities from <br />~:hich the authorized disc ha mes em^nate, the permittee shall notify <br />the succee3ing oi:ner or controller of the existence of this permit <br />by letter, a copy of which shall be fon:arded to the Regional <br />Administrator an3 t}ie State water pollution control agency. <br />3. Availability of Reports <br />Except for data determined to be confidential under Section 308 <br />of the i,ct :end Rcgul:t:ons for the State discharge permit system (50G), <br />all reports prepared in accordance with the terms of this permit <br />shall be available for public inspection at the offices of the <br />
