§2.05 APPLICATION FOR PERMIT FOR SURFACE OR UNDERGROUND MINING <br />ACTIVITIES --MINIMUM REQUIREMENTS FOR OPERATION AND RECLAMATION <br />PLANS. <br />(5) Topsoil <br />The train loadout, truck scale and stockpile facilities were designed and <br />constructed using accepted engineering practice. It is believed that vegetation <br />material was removed prior to placement of embankment material. The roads <br />and facilities were constructed prior to the enactment of SMCRA and the <br />Regulations of the Colorado Mined Land Reclamation Board for Coal Mining; <br />no topsoil was salvaged from beneath the embankment. <br />The recent addition to the truck scale haul road has followed and future <br />construction will follow the topsoil handling plan located in Volume I Text, <br />Section 2.05.3(5). <br />(5) Overburden <br />The surface mining activities occurring in the train loadout and stockpile area <br />are not associated with the removal of overburden to expose a coal seam. <br />Refer to the blasting plan in Volume I -Text, Section 2.05.3(6)(a). <br />(1) Blasting Plans. <br />See Volume I Text, Section 2.05.3(6)(a). <br />(2) Spoil disposal structures. <br />Not applicable. <br />(3) Geotechnical investigations. <br />Not applicable. <br />TR-020 2.05 - 20 3/01 <br />
