Battle Mountain responded that <br />such specifications have not been completed. <br />Point No. 58 concerned chemical storage areas. Battle <br />Mountain responded in its Emergency Response Plan that cyanide <br />containing Flo-Bins will be stored adjacent to the mill building <br />in a locked storage area. However, Battle Mountain does not <br />identify whether this storage area will be floored witk~. a <br />chemical resistant material or not. It appears that this storage <br />area will have a soil surface, ineffective to prevent damage to <br />the soils and water systems in the event of a spill. <br />4. Although Battle Mountain Has Agreed To A 0.2 ppm <br />Level Of Free Cyanide in Waste Materials, They Have <br />Failed To Specify The Point At Which Such Levels <br />Will Be Measured. <br />MLRD will require in Point No. 18 that Battle Mountain <br />commit to a level of free cyanide of 0.2 ppm in the concentrates <br />from the carbon and leach circuit and the rinsed heap ].each <br />pile. Battle Mountain agreed to this level of free cyanide in <br />the combined tailings and concentrate material at the "point of <br />disposal." However, the "point of disposal" was not defined by <br />Battle Mountain. Depending on where the point of disposal is <br />located, the impact of cyanide discharges on the environment <br />could be far more deleterious than assumed. <br />-8- <br />
