(b) A Comparison of the proposed post mining land use to other land use in [he vicinity and Io <br />adopted state and local land use plans and programs. <br />As stated above, all surrounding lands are currently used as rangeland with some irtigated hay <br />pasture above and below the proposed 39.74 acre permit area. There are currently other <br />gravel extraction operations within the immediate vicinity with reclamation plans for post <br />mining use as rangeland. <br />An application for a special use conditional permit for extractive an industry has been filed <br />with the Montrose County Land Use Department for [he 39.74 acres within [he proposed <br />permit area. The Montrose County Board of County Commissioners, Land Use Office, and <br />Planning Commission has previously reviewed an initial application for this site. The initial <br />application was withdrawn due to litigation involving the curtent (original site "green gate") <br />access. <br />The planned primary site access to the northwest is wholly contained within the applicant's <br />property. <br />rangeland. <br />(c) A description of how the Reclamation Pian will be implemented to meet each applicable <br />requirement of Rule 3: Reclamation Performance Standards -Section 3 1.1 through Section <br />3.1.5 <br />3.1.1 -Establishing Post-Mining Use' Post mine use will be for rangeland. <br />3.1.2 -Reclaiming Substituted Land: There are no previously mined lands to be substituted. <br />3.1.3 -Time Limit and Phased Reclamation: There wilt be a phased reclamation at [he site. <br />• Phase I Area of 17.94 acres (west half) <br />• Phase 2 Area of I b acres. (east half) <br />The entire Phase i Area will be mined and reclaimed prior to moving into the Phase 2 Area. <br />Reclamation is plamted [o follow mining activities fairly closely. The mining (Phase I area) will <br />proceed from the initial area of operations [hen to the southwest comer below [he access road and <br />finally towards the Phase 2 area [o [he east above the access road. As such, the f+nal bench areas <br />in [he Phase I area should run along anorth/south axis along the Phase Boundary. This last bench <br />will be all that will require reclamation in the Phase i area as mining moves to [he Phase 2 area. <br />Except for this final Phase I bench area, all areas of Phase 1 will be reclaimed prior to moving <br />mining activities into the Phase 2 area. This final Phase 1 bench area will be regraded, sloped and <br />reclaimed as the mining activity extends into the Phase 2 area. An approximate area of 6 acres <br />located south of the haul road will not be disturbed. This is a wetlands zone which will be <br />protected by silt fencing and a ?0 foot buffer zone. Reclamation at the site will be done generally <br />"eoncurrenP' with the active mining activities whenever possible. As mining proceeds from lift to <br />lift the "mined" upslope bench areas will be sloped and final graded and have topsoil piac,ed and <br />seeded whenever possible. It is estimated that mining operations will possibly be conducted on the <br />site from twenty to fifty years. <br />
