C~ <br />PERMIT NO: OOR00297F <br />DATE ISSUED: <br />ISSUED TO: HAYDEN GULCH TERMINAL, INC. <br />DRAFT <br />PERMIT <br />INITIAL APPROVAL <br />THE SOURCE TO WHICH THIS PERMR APPLIES IS DESCRIBED AND LOCATED AS FOLLOWS: <br />Coal railcar unloading facility located approximately 2 miles southeast of Hayden between <br />county roads 37 and 53, Routt County, Colorado. <br />THE SPECIFIC EQUIPMENT OR ACTNITY SUBJECT TO THIS PERMR INCLUDES THE FOLLOWING: <br />Coal handling, stockpiling, and hauling. <br />THIS PERMIT IS GRANTED SUBJECT TO ALL RULES AND REGULATIONS OF THE COLORADO AIR <br />• OUALITYCONTROLCOMMISSIONANDTHECOLORADOAIRPOLLUTIONPREVENTIONANDCONTROL <br />ACT C.R.S. (25-7-101 et se , TO THOSE GENERAL TERMS AND CONDRIONS INCLUDED IN THIS <br />DOCUMENT AND THE FOLLOWING SPECIFIC TERMS AND CONDffIONS: <br />1. The particulate emission control measures listed on the attached page (as approved by the Division) <br />shall be applied to the particulate emission producing sources as required by Regulation No. 1, Section <br />III.D.t.b. <br />2. Visible emissions from conveyor Vansfer points shall not exceed twenty percent (20%) opacity during <br />normal operation of the source. During periods of startup, process modification, or adjustment of <br />control equipment visible emissions shall not exceed 30°~ opacity for more than six minutes in any sixty <br />consecutive minutes. Opacity shall be measured by EPA Method 9. (Reference: Regulation 1, Section <br />II.A.1.& 4.) <br />3. Construction of this source must commence within 18 months of initial approval permit issuance date <br />or within 18 months of date on which such construction or activity was scheduled to commence as <br />stated in the application. If commencement does not occur within the stated time the permit will expire <br />(See General Condition No. 6., Item 1.) (Reference: Regulation 3,Part B, IV.G.4.) <br />4.
