• <br />TAB 22 <br />Air Quality Control Plan <br />AIR QUALITY CONTROL PLAN <br />The following outlines the measures Hayden Gulch Terminal, Inc. will employ to control <br />dust at the loadout facility. The control measures will be conducted throughout the life <br />of the facility in accordance with the terms and conditions set forth in the Emission <br />Permits issued by the Colorado Department of Public Health and Environment (CDPH6). <br />Coal will be delivered to the loadout facility using haul trvcks where it will be crvshed <br />and stored prior [o loading into rail cars. The unpaved access road leading to the <br />loadout facility will be regularly graded in order to maintain a surface free of loose <br />material and potholes, and will be watered to control duet emissions. If necessary, <br />chemical suppressants will be used. The speed of haul trvcks using the truck dump and <br />loading loops will be kept under 15 miles per hour. In addition, care will be caken to <br />insure that paved roads in the immediate vicinity which are used by haul trucks remain <br />• free Erom excessive mud, dirt and debris. <br />Crushing and conveying units will utilize baghouses and surfactant treated water spray <br />equipment to minimize coal dust emissions. Conveyor belt lines will be covered so as to <br />minimize spillage. If necessary, chemical auppre eeanta will be used to control wind <br />erosion emissions from the stockpile. when rail cars are loaded, coal duet will be <br />controlled by minimizing the free-fall distance from the loadout [o the car. <br />These previously outlined activic iea address the significant sources of fugitive dust at <br />the Hayden Gulch loadout facility. These sources will be effectively controlled by the <br />practices described. As a result, the emission of fugitive duet will not present a <br />significant impact on [he ambient air quality in the near vicinity of the loadout <br />facility. <br />Attachment 22-1 contains an Air Pollution 8mieaioa Notice (APBN) application and <br />a draft Initial Approval Permit for the new proposed facilities sad operstion. <br /> The Initial Approval Permit provides for tha of handling a maximum of 500,000 <br />• tone annually. Both fugitive and non -fugitive emissions of air pollutants are <br /> permitted. Control measures will be used to mitigate emissions, consequently, <br /> there rill not be a significant impact oa ambient air quality in the vicinity of <br />the loadout facility. <br />1 Revised OS/00 <br />
