_ ..-~-~~ ARCO Coal Company
•~ • ~ • ' Permits and Compllanee Group
• 555 Seventeenth Street
Mailing Address: Bo: 5300
Denver, Colorado 80217
Telephone 303 575 7500
December 23, 1981
Mr. Tom Gillis
Mined Land Reclamation Division
Colorado Department of Natural Resources
1313 Sherman Street
Denver, Colorado 80203
Dear Tom:
LETTER 3.3.1.A
- _.~
9 ~
~r
This letter references your September 23, 1981 letter and our recent telephone
conversation concerning the follow-up information to our September 11, 1981
response to CMLRD Stipulation 2 issued as part of the CMLRD permit for Atlantic
Richfield's Mt. Gunnison No. 1 Mine. Stipulation 2 requires ARCO to submit a
Sedimentation Control Plan for the loadout facility and railroad siding.
We have revised page 3-46b of the Mining and Reclamation Plan for the Mt.
Gunnison No. 1 Mine to reference this letter with the attached drawing, which as
you requested, clarifies the design for the sedimentation pond at the loadout site.
Please note that the attached drawing is a partial copy of the Site Plan for the
loadout facility found on page 90C of Exhibit 3.I.1.D. I plan to have our
consultants revise page 90C in Exhibit 3.1.1.D. to reflect these changes.
The following discussion responds to the concerns raised in your September 23
letter:
1. It appears from Drawing C-OOSC that water cannot enter the sediment
pond, since the elevation of the pond embankment is 6,081 feet and the
elevation of the surface of the loadout appears to be 6,080 feet. This
needs to be clarified.
Please refer to the attached drawing which identifies the elevations of
the loadout facility and the sedimentation pond.
2. There are no plans which show a primary dewatering device for the
pond. ARCO must state the method planned to be used to dewater the
pond.
• Dewatering of the sedimentation pond will occur through a 6-inch
drainage pipe and valve as shown on the attached drawing.
