<br /> <br />Since the applicant proposes to drill and blast the limestone deposit the applicant must <br />comply with the requirements of Rule 6.5. <br />Mining in the dolomite area will consist of the blast and bench method and will be a <br />continuation of the quarry mining activity progressing from northeast to southwest along <br />the deposit of limestone and dolomite. As previously noted, since explosives will be used to <br />extract the deposits of limestone and dolomite, the applicant must comply with the <br />requirements of Rule 6.5. Since there have been no significant changes in the azea around <br />the CLC property (Ms. Brown still resides in the Monarch Townsite), the blasting analysis <br />and pre-blast requirements that were provided in Permit No. M-96-071 would still apply to <br />the dolomite area. However, they would need to be submitted to the Division under this <br />permit application. <br />8. Rule 6.4.5 - Exhibit E -Reclamation Plan <br />(2)(a) The applicant should describe the type of reclamation that, hopefully, can be achieved, <br />why it was chosen, the amount of acreage involved and a general discussion of methods of <br />reclamation as related to the mechanics of earthmoving. Reclamation of the limestone, <br />dolomite and stockpile areas is sufficiently described. However, reclamation of the access <br />r~'~nl ~ roads was not included in the plan. Please submit a definitive reclamation plan for the <br />' access roads. <br />(2)(b) The applicant should provide a compazison of the proposed post-mining land use to <br />other land uses in [he vicinity and to adopted state and local land use plans and programs. <br />Paragraph D, page 4 of the Reclamation Plan states that the ponds, streams, roads or <br />~ ,: easements and buildings are shown on Exhibit I. Could not find an Exhibit I which shows the <br />various structures and/or streams etc. Please address. <br />Paragraph E, page 4 of the Reclamation Plan states that certain facilities aze not part of the <br />mining plan. One of the facilities mentioned is the sediment control structure. A sediment <br />'- control structure will, absolutely, be part of the mining plan. As a matter of fact, it may be <br />necessary to have more than one sediment control structure in the affected land azea to prevent <br />storm runoff from carrying sediments into the South Arkansas River system. Please address. <br />9. Rule 6.4.6 - Exhibit F -Reclamation Plan Map - in addition to the requirements of Rule 6.2.1 <br />the Reclamation Plan map must contain: <br />a) the expected physical appearance of the area of the affected land, correlated to the proposed <br />mining and reclamation timetables. The map must show proposed topography of the area <br />with contour lines of sufficient detail to portray the direction and rate of slope of all <br />reclaimed lands. <br />b) portrayal of the proposed tinal land use for each portion of [he affected lands. <br />
