quarry area and do not appear to be part of the proposed mining area. There are two other
claims (Major and Shamrock) that could not be located. Are these claims located in Sections
22 and 23? The application proposes a 298.70 acre permit area. Where is the acreage located'?
~ 4. Rule 6.4.2 - Exhibit B -this map meets the requirements of the Rules except that it does not
.7 ~~ show the proposed affected land azea; unless the affected land area is the same as the property
boundary. Please address. _ ~` `""-`~
5. Rule 6.4.3 - Exhibit C -Pre-mining map -the submitted map does not contain an appropriate
Title as required by Rule 6.2(e). The map must conform to the following:
a) must show all the adjoining surface owners of record. °`° -
d) must show the total azea to be involved in the operation, including the area of affected
lands. The permit boundary and the affected land boundary must be shown. In addition, the
h % map must show the location(s) of the Forest Service managed lands.
The reference point (POB) for the road easements must be shown on the map or number the
~~ easements for easy reference.
Also, the easement area for stormwater and erosion control (Doctor number 1 claim) must
~i
r~ ` be included in the affected land boundary if the applicant proposes to disturb the acreage.
Pursuant to Rule 1.1(3), in part, "affected land shall not include off-site roads which existed
prior to the date on which notice was given or permit application was made to the office
and which were constructed for purposes unrelated to the proposed mining operation and
which will not be substantially upgraded to support the mining operation." Basically, if the
' existing roads outside the affected land azea (and permit area) are not substantially
i
upgraded for this mining operation, they are not required to be included in the affected land
area. Placing safety berms on the roads would be considered a substantial upgrade. So the
'~ ~ ~` -off-site roads that are upgraded will be included in the affected land area and will need to
be reclaimed (possibly, just removing the berms).
6. Rule 6.4.3 - Exhibit C -Mining Plan map - in addition to the requirements of Rule 6.2(e), the
map must conform to the following:
d) must show [he total area to be involved in the operation, including the area of affected
lands. Affected lands shall include land excavations; exploration sites; drill sites or
workings; refuse banks or spoil piles; evaporation or settling ponds; work, parking, storage
Y, or waste discharge areas; and areas in which structures, facilities, equipment, machines,
tools or other materials or property which result from or are used in such operations are
situated (this would include the weigh scales). The permit boundary and affected land
boundary must be shown. Also, the map must show the location(s) of the Forest Service
.~ managed lands.
~f ~ , The map must clearly show the aeeas that are to be mined and the direction of mining.
The map must clearly show the area(s) that will be used to temporarily stockpile the
,'~ J excavated overburden material. ~ ,.
~v~~ Q(- 2
• M1
