• A listing of all facilities and structures to be <br />ultimately removed at the New Elk Mine can be found in Exhibit 28, <br />Bond Calculation. WFC plans to salvage all iron and steel scrap <br />which is of value within these structures and remove them from the <br />mine site. Materials which cannot be salvaged such as concrete, <br />insulation, and other general waste material will be disposed of in <br />a county approved landfill site. <br />Sediment control structures and surface drainage ditches <br />which are required to route surface water to the sediment ponds <br />will be left intact during the revegetation period. The purpose <br />for leaving the ponds intact will be to meet the requirements of <br />Rule 9.05.6(9). After vegetation has been established sufficient <br />to control erosion, WEC plans to remove the sediment ponds. <br />The only facility at the New Elk Mine requiring <br />contemporaneous reclamation is the New Elk Refuse Disposal Area. <br />The RDA has a 10 million cy capacity and 20 year life. The RDA <br />reclamation will be accomplished as respective benches are <br />complete. Table 29, Soil Balance for Refuse Disposal Area, <br />• presents a yearly breakdown of topsoiling. Revegetation will begin <br />the first planting season after bench completion and topsoiling. <br />(b) Reclamation Cost Estimate <br />A detailed reclamation cost breakdown is provided in <br />Exhibit 28, Bond Calculation, for the New Elk Mine. Costs are <br />provided for removal and reclamation of all facilities at the New <br />Elk Mine. <br />(c) Backfilling and Grading <br />Map 17, Postmining Topography and Cross Sections, shows <br />the approximate final surface configuration for the New Elk Mine <br />facilities. Map 17 shows the postmining topography and cross <br />sections in the West Portal and East Portal areas.
