.'~~q~,~;4,,;
~' ~~
.~
-2-
your consultant. If that information proves to be false or
incorrect, we will adjust our determination accordingly.
We have also reviewed your proposed mine plan. Many of the
jurisdictional wetlands will be avoided, but some wetlands will
be excavated and the haul road will require some fill within
wetlands. Based on the details provided, we concur with your
consultant that the crossing design utilizing pilings will not
have the effect of a discharge of fill material and therefore
does not require a Department of the Army permit.
Although a Department of the Army permit is not required, we
would like to provide several comments on this mine project:
1. Routt County FEMA Mapping for the 100-year floodplain does
not cover the project site and ends approximately one-half mile
upstream. Visual observation of Yampa River flows this spring
and the fact that this site is located at the confluence of two
streams further supports large stream buffers and consideration
of mine impacts on the floodplain.. Avoiding wetlanda.and areas
adjacent to streams,will.Help_.to piotect:;riparian.vegetation and
allow overbank flooding and utilisation of .the .floodplain .(to
dissipate energy during runoff and hopefully help prevent pond
capture). We recommend further consideration of larger buffers
in the northwest corner from wetland boundary point #887 to #925.
Depending on results of an independent evaluation of floodplain,
larger buffers may also be appropriate adjacent to Trout Creek
along the south and western edges.
2. Pit reclamation should include shallow sloped pond edges
(lOH:1V) to help add diversity to the large reclaimed waterbody.
Wetland vegetation will add to site aesthetics, assist with
shoreline erosion, and improve habitat for aquatic organisms and
wildlife. It is recommended that all excavated wetlands
vegetation be salvaged and replanted to assist in this effort.
3. The applicant is encouraged to coordinate with and seek
advice from the Colorado Division of Wildlife concerning fish
stocking plans and pond management.
