• ~ • <br />Exhibit D -Mining Plan <br />The subject property will be used to develop a commercial gravel source to meet both private and public gravel <br />demands. The site is being developed to provide gravel for our project on Highway 64 and for future work in <br />the area. In rnnjunction with the development of the gravel resource, gravel processing and the manufacturing <br />of hot asphalt pavement is planned. All equipment used to process gravel and manufacture asphalt pavement <br />will be properly permitted by the State Air Quality Division. Further, State permits will be obtained for fugitive <br />dust and stormwater az required. The area for consideration includes 40 acres. Depending on the amount of <br />recoverable gravel we anticipate the pit's life to be 10 years. <br />(a) Mining will be accomplished by first removing the topsoil and overburden from the gravel <br />deposit. The topsoil and overburden will be kept in separate stockpiles. Our investigation indicates that <br />overburden is approximately 7 feet deep and that the gravel seam is also approximately 7 feet deep. Gravel will <br />be mined using front end loaders. Either front end loaders or ruck wcks will be used to haul pit run materials <br />from the mining site to the processing plant. <br />(b) Earthmoving equipment will be used to strip the pit and stockpile and/or place [op soil and <br />overburden. We plan to use a combination of scrapers and dozers to perform the earthmoving work. It is our <br />plan to reclaim as we go. The first phase of the mining will involve placing overburden material in 1.2 acre <br />site immediately east of Phase 1. No mining will occur on the 1.2 acre site. This site will consume a portion of <br />the overburden from our development in Phase 1. The overburden placed on the 1.2 acre site will be wvered <br />with top soil and seeded. Thereafter, as we continue development in Phase 1, overburden will be placed in <br />previously mined areas and covered with top soil and seeded. It is our intention to minimize the disturbance of <br />the affected land and to keep the amount of stockpiled top soil and overburden at a minimum. An all weather <br />gravel haul road from Highway 64 to the site will be construMed from an existing approach. In constructing <br />the haul road we will utilize the existing private unimproved road up to a point approximately 400 feet from the <br />affected land. We will then construct a new portion of road to the affected land approximately 400 feet long. <br />The total haul road will be approximately 1,600 feet long and will be 30 feet wide. We will maintain the road <br />throughout the life of the pit. <br />(c) In the course of developing the pit, we will not divert any drainage or impound any water. <br />The mining activity will create a retention area that will oNy retain surface runoff for a short period of time <br />after snow melt and storm events. <br />(d) The size of the area of the affected lands to be worked a[ any one lime wNd include up to <br />20.6 acres, however, we anticipate the actual amount disturbed at any one time to be less. Our best estimate of <br />actual disturbed area is 10-12 acres. In the event of full development caused by signilican[ demands it is <br />possible that we could be mining in Phase 2, processing in a portion of Phase 1, with reclamation completed in <br />the remaining portion of Phase 1 and the adjoining 1.2 acre overburden stockpile site. Depending on the <br />overall development of the pit, this scenario could apply to any wmbination of the Phases shown on the map. <br />(e) Mining is scheduled to begin in early February 1997. As stated above, the initial purpose of <br />the pit is to supply gravel for our CDOT project on Highway 64 west of Meeker. In the first year of the mining <br />we will strip an area sufficient to meet the needs of the project and 10,000 tons of additional finished product <br />for commercial sales. During the first year, the 1.2 acre overburden stockpile site will be re-graded and <br />contoured to meet the reclamation plan and covered with top soil and seeded. In 1997 or 199g, we will bid at <br />least one more scheduled CDOT Highway 64 project which if we are the successful bidder we will provide <br />materials to the project from the pit. Also at that time we anticipate producing additional rnmmercial gravel. <br />In future years, demand from Rio Blanco County and other commercial users will drive the demand for gravel <br />and further mining of the pit. We believe the long term commitment of the land owner and our knowledge of <br />highway construction make the pit a viable source. In the same manner we also know that the responsible <br />approach to the pit is to limit disturbances to only the amount of gravel needed and to reclaim previously mined <br />and unused areas as soon as possible. <br />
