-- -- <br />II I I II I II I II IIII III Doc Date:12/11/2001 <br />sss <br />Rule 4.05 <br />S1is~ 4.05 HYDROLOGIC BALANCE <br />4.05.9 Impoundments <br />Two of the four impoundmenu constructed for sediment and drainage control were approved by <br />the DMG as permanent facilities in November 1985. They are Pond HG-8 (NPDES outfall No. <br />004) and the Shop pond (NPDES outfall No. 003). HGCC will either obtain DMG approval for <br />permanent impoundment status for the other two ponds, Explosives Storage area pond (outfal1001) <br />and Landfill area pond (outfall 002), or completely reclaim the ponds. Previous HGCC submittals <br />to DMG (August 12, 1991; TR-60) have demonstrated that the drainage areas for the Shop, <br />Explosives and Landfill ponds all generate zero runoff, hence zero sediment and outflow. <br />References on pond design can be found in Appendix A, Volume II, Exhibit K, Exhibits Volume <br />I and Exhibit U in Exhibits Volume II of the initial permit application. <br />4.05.13 Surface and Ground Water Monitoring <br />All surface and ground water monitoring during mining was condutted in accordance with DMG <br />approved monitoring plans and methods. Water monitoring equipment, devices and structures <br />were removed in accordance with Rule 4.07 except for wells and devices used for current, ongoing <br />water sampling. Current water sampling procedures and sites aze described below and monitoring <br />sites are shown on Map 4, Environmental Monitoring and Sampling Sites (see map pockets in <br />• Exhibits). <br />Ground Water <br />Section 2.04.7(I/olume IJ, Appendix L (I/olume Sf, and Appendix R ([/plume 1/IIJ of the initial permit <br />application contain information on ground water. <br />Current groundwater monitoring at the mine consists of semi-annual sampling of two monitor <br />wells and semi-annual water level readings of a third well. Well HG-1 is located down dip of the <br />reclaimed shop area, HG2 is located down dip of the reclaimed mine azea and UC-2 is located west <br />of the previous mine facilities area. Wells HG-1 and HG-2 are monitored for water quality and <br />water levels in eazly summer/late spring and again in late summer/eazly fall. Well UC-2 is <br />monitored semi-annually for water levels only. <br />During the January 1987 permit renewal, the MLRD found that ground water monitoring at the <br />mine site had provided adequate quantitative information during the first permit term, but <br />marginal qualitative information due to suspected grout contamination of monitor wells. <br />Consequently, the Division imposed the following stipulation: <br />Stipulation No. 3 <br />THE PERMITTEE SHALL SUBMIT AN EVALUATION OF THE MINE <br />AREA WELLS FOLLOWING DEVELOPMENT WORK AND SUBSEQUENT <br />• MONITORING ON OR BEFORE MAY 15, 1987.
