U! !~'3t1Jf31 P.f!SODfCeS <br />Colony Development Operation, a joint venture between ARCO <br />Coal Company and Tosco Corporation, is hereby submitting <br />Lo the D1ined Land Reclamation Board and its staff this <br />application to construct and operate a commercial shale <br />oil complex. The complex is to be located on private <br />property in Garfield County, Colorado. <br />The application submitted in conformance with the "Rules <br />and Regulations of the Colorado Mined Land Reclamation <br />Board" promulgated May, 1977 and as amended December, <br />1977, May and June 1978, is for a Regular (112) Permit. <br />To begin this project quickly, we request that the plant <br />access road and its associated minebench fill be given <br />primary consideration so that its construction can begin <br />as soon as the weather will allow in spring 1980. <br />This application has addressed each Exhibit in the manner <br />indicated by the rules and regulations.
