FROH:SH ~ "°~ T0: 303 832 8106 • ,T!'~ 14, 1993 11:44gM #280 P.03
~• i 7
_.
Water Qualify: The pion indudos measures decigncd to wntain runoff end erosion from the silo. Runoff is
not ctcpcelcd to be a major problom due to the highly pervious nsturc of the dredge rack. "1'ho County's
concern is lhnt erosion and runoff be controlled co that the phosphorus londing that omurs downstream and
in Dillon Reservoir is minimized. The proposed runoff wntainmcnt measures in tho plan should be adequate.
Section 306 0[ the Goan Wetcr Acl requireanew source performance standards and monitoring rcquirentcnts.
The plan slates that tho mining operation will wmply wish all applicable federal and state water quality laws
end regulations. Ilowovcr, there is no information oa standards and monitoring.
CL'IZCIJ,: Any (CERCLA) ComprehensiveEnvironmcntal Response Compensation and liabilityAcl sites
within one mile of the operation must be identified. No mention of the exislcncaor non cxisicnceof these
sites is inducted.
'lhc County also is wncerned wish the local land use impacts of this operation. County zoning regulations
will require Alpine Itodt Company to obtain a wnditional use permit prior to any gravel crushing, asphalt
plant or wncrctc plant operation. We understand that the Division of Minerals and Geology and thu Minod
land ]toclamation Board have no outhority ovor local land use impacts, nor is there any authority to hold up
or deny tho reclamation permit pending the County's approval of a wnditional use permit. We arc not
opposed to a gravel mining operation in this area provided that impacts can be adcquatcy mitigated.
Iiowcvcr, wo feel strongly that the Division of Mincralsand C,wlogy and the Mined land Reclamation Board
should lake a strong stand and require rcelamation to the historic natural wndilion.
Sincerely,
Steve Hill
Community Development Director
tx: IIoard of County Commissioners
Upper Bluc Planning Comatission
Mike Claffcy, Corps of Dnglneers
Miko long, Division o[ Minerelc and Geology
Mined I and Rcelamalioa Doard
Dob IIisgnrd, Alpino Rock Company
Sam McClencghan
f::V1ilAM,artr16
