The Boazd of County Commissioners of Pueblo County, Colorado, hereby <br />finds, determines, and declazes that this Plan is necessary for the immediate <br />preservation of .the public ;welfaze, health, and safety of the citizens of Pueblo <br />County, Colorado. Should'~~any section, subsection, clause or phrase of this Plan <br />be, for any reason, held to be invalid or illegal, such holding shall not affect the <br />validity of the remaining portions of this Plan. <br />SECTION II. ~~~ <br />DEFIlVITIONS I <br />As used in this Plan, Ithe following words, unless the context in which they <br />aze used indicates otherwise,Nshall be given the following meanings: <br />(1) "Alien plant" means a plant species that is not indigenous to the State <br />of Colorado. ~ <br />(Z) "Commissioner" means the cotnmissioner of the department. <br />(3) "Department" means the Department of Agriculture. <br />(4) "District" means a~local governing body's geographic description of a <br />land azea where noxious weeds and/or pests aze to be managed. <br />(~) "Federal agency" imeans each agency, bureau, or department of the <br />federal government re°sponsible for administering or managing federal <br />land. <br />(6) "Federal land manager" means the federal agency having jurisdiction <br />over any federal lands affected by the provisions of this Plan. <br />a', <br />
