69i16i96 16:50 DES ~93 832 ~ III IIIIIIIIIIIII III •• <br />sss <br />... ,/' <br />To: Ric Pocius, Brian Peters <br />From: Lane Wyatt <br />Date: July 12, 1996 <br />RE: Maryland Creek lunch Conditional Use Permit <br />N0.066 D66 <br />Per your request I have reviewed the Maryland Creek Conditional Use Permit Application for <br />general wmments and conformity to the Areawide Water Quality Management Plan (208 Plan). <br />The proposed gavel mining operation at Maryland Creek Ranch is am approved use within the <br />A-1 zoning district, it is the concrete.plsnt, asphalt plant and processing plam which require the <br />Conditional Use Permit. The application goes into some detail on the mining operatioq <br />however, provides very little information on the actual uses requiring this application. Therefore <br />the following wmments are general in nature. <br />1. The application indicates that there will be no new impacts, in general because the operation <br />is essentially beimg moved across the highway. This seems to imply that the existing site will be <br />fully reclaimed prior to commencing operation at the new site. <br />2. The existing agricultural ditches that are proposed to remain on site after cotrversion to a <br />mining operation should be protected with berms or other techniques to in.~rre that they do not <br />became conduits to carry sediment and other pollutants off site. Runoff drainage systems should <br />be designed to contain the runoff om site and utilize in5ltration to prevent off site sedimentation <br />problems. (see Polity 3, 208 Plan) <br />3. This facility, and the wnditional uses contemplated, appear to require a CPDES stormwater <br />permit for industrial activities. This permit should address many of the potential issues of wncern <br />such as protection from spillage of petrochemicals stored on site, disposal of wash water, <br />operation and maintenance of any n-noff treatment systems, etc. lfthe facility is required by <br />Colorado Deparunent of health to have this permit it should be a condition for approval. (see <br />Policy 4, 208 Plan) <br /> <br />
